A much anticipated work from director Hwang Byung-gook! Kang-soo (Kang Ha-Neul), who was falsely accused and imprisoned in prison, is offered the position of "Yadang (opposition party)" by prosecutor Gwang-hee (Yoo Hae-jin) in exchange for a reduced sentence.
Gansu becomes Gwanghee's opposition party and begins to shake up the drug investigation, while Gwanghee, who is full of ambition for success, achieves great results and is steadily promoted.
Meanwhile, Sang-jae (Park Hae-joon), a detective in the narcotics unit, is always unsuccessful in his investigations as Gan-soo's opponent, but with tenacity he tries to dig into the relationship between Gan-soo and Gwang-hee.
The three men, Gan-soo, a broker who arranges drug dealers, Gwang-hee, who wants to rise to even higher positions, and Sang-jae, who has put everything on the line to wipe out drug crimes, all have different interests and begin to become intertwined.
