He added, "During the investigation process, those in power consistently tried to take the prosecution into their own hands, and while ostensibly citing it as a benefit to the people, they always used their power to protect themselves and their aides."
"I learned that they abuse their power," he said, harshly criticizing those in power. He added, "The decisions that prosecutors make are always accompanied by external pressure. Prosecutors should never succumb to external pressure.
"They should not be subjugated or exploited," he said. "(Prosecutors) must be just and must appear to be just. It is precisely in order to fulfill this that they are protected in their positions."
Prosecutor General Park also revealed through an internal network that he submitted his resignation on the same day. Park said, "After becoming a senior official, I felt that I should not embarrass my juniors or the members of the prosecution.
"However, this inadequate prosecutor general has been unable to fulfill even his final responsibility, placing a heavy burden on the prosecutors' families who remain in their jobs amid the tumultuous collapse of the criminal justice system.
"I deeply apologize," Park said, expressing regret, adding, "As a citizen, I sincerely hope that the prosecution of the Republic of Korea will protect the human rights of its citizens to the end and continue to investigate crimes."
"I hope that they will respond decisively to these issues and remain a reliable pillar for realizing justice," he said.
Since his appointment to the Seoul District Prosecutors' Office, Park has held key posts in the Ministry of Justice and the Supreme Prosecutors' Office, as well as key posts in the Central District Prosecutors' Office.
He is known to have followed the so-called elite course, having served as the Chief of the Prosecutors' Office and the Deputy Chief of the Seoul High Prosecutors' Office. Meanwhile, the Ministry of Justice has asked the Prosecutor's Office to explain the circumstances surrounding the abandonment of the appeal in Daejang-dong on the same day.
The government carried out personnel changes to transfer the two prosecutors general, who had been serving as chief prosecutors, and Chief Prosecutor Park Hyuk-soo to research committee members of the Legal Training and Research Institute.
