The Korean Special Task Force, which is a joint task force of police inspectors, raided a crime complex in Sihanoukville the previous day and arrested 51 Koreans who were committing fraud.
The operation involved five South Korean police officers from the Korea Special Task Force, nine Cambodian police officers, about 100 Cambodian police special attack troops, and personnel from the South Korean National Intelligence Service.
On the 4th of this month, the Korea Special Team received a report that a Korean man in his 20s was being held captive and tortured, and began to locate him. They sent an "urgent rescue request" to the local police.
The request is based on a rapid response procedure recently agreed upon between the two countries' police forces, which allows Cambodian police to respond to emergencies based solely on location and personnel information.
Until now, when local police received reports of people being held captive, they would require strict conditions, such as a photo of the caller's face and a video, which led to delays in rescue operations, but this new system has addressed this issue.
The Korean National Police Agency emphasized, "This operation is a large-scale joint rescue and arrest operation in which police from both countries cooperate with dedicated Korean units, covering everything from protecting overseas nationals to arresting large-scale criminal organizations."
