So Mr. A immediately called the fire department, and the man was rescued by the firefighters who responded to the call.
The thief had tried to break into the top floor of the apartment building but failed. Mr. A said, "The man tried to break into the apartment building on the 16th floor from the roof, but the balcony was locked and he couldn't get in.
"The rooftop is usually locked, but it appears to have been open at the time," he said.
