The Commission on Security and Ethics (UCESRC) included the above findings in its annual report analyzing China's strategic challenges to the United States.
The UCESRC stated, "China is dissatisfied with North Korea's independent actions, but is keen to maintain a geopolitical buffer zone.
"We continue to protect (North Korea) because of its strategic value," he said. In particular, "China plays an important role in supporting North Korea's cybercrime and military-related cyber activities."
The North Korean military's cyber forces, operating within Chinese territory, are said to be involved in cybercrime for fundraising purposes beyond simple intelligence and information gathering.
The UCESRC also noted the current state of China's technological support for North Korea, stating, "Even after the UN Security Council banned various arms trade with North Korea in 2006, China continues to provide technological support that can be diverted for military use."
