A student at a high school in Busan had a seizure when a passerby noticed him and called emergency services, with fire departments arriving on the scene 16 minutes later.
The student was in a daze at the time, but was able to respond to calls.
However, when the ambulance crew contacted large hospitals in Busan to transport the student, they were all refused admission.
The ambulance crew ultimately asked the Busan Fire and Disaster Headquarters Emergency Situation Management Center to find a hospital that could take the patient.
The center contacted eight hospitals in total, including the three that the ambulance crew contacted, but all of them refused. The center said that it would be difficult to get a hospital in Busan, so it decided to send one to Kyungsan.
They searched for a hospital in Namdo (South Gyeongsang Province). After spending about an hour in the ambulance, the student eventually went into cardiac arrest and was taken to the nearest hospital around 7:30 a.m.
The ambulance arrived at the hospital five minutes later, but the students were not able to get in.
