North Korea releases water from Hwanggang Dam upstream of Imjin River without prior notice - South Korean report
North Korea has reportedly been releasing water from the Hwanggang Dam, located upstream of the Imjin River, a river shared by both North and South Korea.
The South Korean Ministry of Environment analyzed satellite images taken around noon on the 18th and found that the river downstream of the Hwanggang Dam had widened.
The water level at Pilseung Bridge in Yeoncheon County, Gyeonggi Province, the uppermost reaches of the Imjin River, was 0.7 meters high as of 7:20 p.m. on the same day.
The water level was 0.49 meters higher than three hours earlier. The Ministry of Environment monitors the Hwanggang Dam for discharges once or twice a day using satellite images, but in the event of heavy rainfall, the monitoring frequency is increased to three times.
The South Korean government has requested that North Korea give prior notice before releasing water from the Hwanggang Dam, but no notice has been given.
The Ministry of Environment said that if the water level of Pilseunggyo Bridge, upstream of Gunnam Dam, reaches one meter, the river will flow down.

The two nations agreed to provide prior notice in October before releasing water from the Hwanggang Dam. North Korea had given prior notice twice in 2010 and once in 2013, but has not given any notice since then.
