The ranking is based on an analysis of five areas: "economic stability," "environment," and "governance." Seoul rose 26 places from 41st place last year, and recorded a particularly high ranking of 5th in "human capital."
On the other hand, Japan ranked 129th in "Quality of Life," 514th in "Environment," and 147th in "Governance."
Extreme temperatures due to climate change and political uncertainty were both rated negatively in "governance."
