米裁判所、トランプ氏の相互関税にストップ…「大統領の権限を超える」
US court halts Trump's reciprocal tariffs, saying they ”exceed the president's authority”
The US Trade Court on Tuesday issued a ruling limiting President Donald Trump's broad reciprocal tariffs.
Under the International Export Trade Agreement (IEEPA), the court ruled that imposing uniform tariffs on products from countries that export a lot to the United States and import a little from it would exceed the President's authority.
The Court of International Trade has stated that "the U.S. Constitution vests in Congress the exclusive power to regulate foreign commerce, which is necessary to protect the American economy."
"These tariffs take precedence over any emergency powers of the president," he said. Normally, tariffs require approval from Congress. But Trump said he was considering levies that would amount to a national emergency if the U.S. trade deficit were to be condemned.
He claimed responsibility for the incident and said he had the authority to take action.
