The Ministry of Justice announced on the morning of March 23rd that Kwon Do-hyun, who was on the international wanted list in connection with the Terra Luna coin incident, and his closest aides were arrested by the local police at the Podgorica airport in Montenegro.

The Ministry of Justice obtained information that Kwon Do-hyun, the main suspect and a suspected accomplice, were staying in Serbia on the Balkan Peninsula in accordance with the Seoul Southern District Public Prosecutor's Office's Interpol international arrangement and arrest request. and asked Serbia for 'Emergency extradition detention,' a system in which the South Korean government asks the country to secure the custody of criminals arrested abroad until it makes a formal request for extradition.

In the middle of February, the head of the Seoul Southern District Public Prosecutors' Office and Securities Crime Investigation Headquarters and the head of the International Criminal Affairs Division of the Ministry of Justice were dispatched to Serbia, and for the first time in terms of international cooperation, they actively requested the securing of custody through consultations with the Serbian Ministry of Justice, prosecutors and police.

Kwon Do-hyun and others were arrested when they moved to Montenegro, which borders Serbia, and attempted to leave for Dubai from Podgorica airport using a fake passport.

"Montenegro and South Korea are signatories to the European Extradition Treaty," said a Ministry of Justice official.
