This is because there are 'disagreements' between major Western powers and India, the chair country, over whether to define the situation in Ukraine as a 'war.'
The French and German delegations, as well as US Treasury Secretary Janet Yellen, argued that the phrase "the war in Ukraine" must be mentioned in the joint statement of this meeting.
India, on the other hand, insisted that the joint statement should refer to the situation in Ukraine using the words 'crisis' and 'challenge' instead of 'war'. This is similar to Russia's position, which has defined the invasion of Ukraine as a "special military operation" rather than a "war."
While India is a member of the US-led China Security Community to Restrain China, the Quad (a four-way security consultation body consisting of Japan, the United States, Australia, and India), India also maintains a close and friendly relationship with Russia. Last year, it significantly increased imports of Russian crude oil, and on February 23rd it also "abstained" from the United Nations General Assembly resolution calling for Russia to withdraw from Ukraine.
