Suspension of China's visa issuance..."extremely regrettable...request to withdraw" = Japanese gov
The Japanese government expressed regret and demanded that China suspend the issuance of visas to Japanese citizens.

At a regular press conference on January 11th, Chief Cabinet Secretary Hirokazu Matsuno of the Japanese government said, "It is extremely regrettable that China restricted visa issuance for reasons other than measures against the COVID-19 virus. While protesting on the route, I requested a withdrawal."

According to Kyodo News, a Japanese media, Foreign Minister Yoshimasa Hayashi also told reporters in Argentina, where he was visiting, that he protested China's suspension of Japanese visa issuance and asked for the withdrawal. Foreign Minister Yoshimasa Hayashi explained, "We are doing this with as much consideration as possible so as not to impede international human traffic", he emphasized.

From the previous day, China temporarily suspended the issuance of general visas to China for Japanese and South Korean citizens in retaliation for Japan and South Korea's enhanced quarantine measures for Chinese immigrants.

In response to the explosive spread of the COVID-19 virus in China, the Japanese government has requested that people arriving from mainland China on December 30th have negative proof of the virus within 72 hours before departure. It is obligatory to submit it, and the virus test is carried out at the time of entry. No visa issuance restriction measures were taken to prevent Chinese nationals from entering Japan. This is because China's measures violate the principle of proportionality.
