Chief Representatives for North Korea of Japan-U.S., South Korea "Telephone Talks"
North Korea launched an intermediate-range ballistic missile (IRBM) over Japan on October 4th, and the chief representatives of North Korea, the United States, and South Korea said, "It poses a serious threat not only to the Korean Peninsula but also to the region and the international community as a whole. A tripartite telephone conversation was held between the chief representatives of the North and South Korean nuclear forces.

The three parties said, "North Korea's launch of medium-range ballistic missiles on the same day, following four short-range ballistic missile launches last week, is a clear violation of numerous UN Security Council resolutions."

The three parties paid particular attention to the fact that the intermediate-range ballistic missile passed through the Japanese archipelago and fell into the Pacific Ocean. South Korea's Joint Chiefs of Staff said, "Around 7:23 a.m. on October 4th, a ballistic missile was fired eastward from the area around Mupyeong-ri in Chagang-do, North Korea, and passed over Japan."

The three parties also expressed serious concerns that North Korea has continued to raise the level of provocations since the announcement of the "Nuclear Armed Forces Policy Decree" on September 8th, which significantly lowered the hurdles for the use of nuclear weapons.

He continued by emphasizing the urgent need for a decisive response by the international community to the nuclear and missile threats posed by North Korea, and held close bilateral and trilateral discussions on the direction of future responses, such as responses by the United Nations Security Council.
