However, the permanent members of China and Russia are reluctant to sanction North Korea, and it is unlikely that the resolution will be passed. Even in situations where it is difficult for China and Russia to adopt the new resolution, the United States will promote the resolution and hold a public meeting to arouse the seriousness of North Korea's nuclear missile problem and put pressure on China and Russia.
